Mythic Britain with all 13 Treasures?

If the 13 treasures were restored and the red dragon fully awakened in a new age of Heroes. What would be the recommended adjustment to the magic rules to appropriately model this?

The gods would return, perhaps walking among mortals even, but certainly willing once again to gaze upon Britain's place and return it to its full power. The only magical adjustment needed might be to allow druids access to Divine Magic through the worship of the gods.

Would it be reasonable for the setting to Have Folk Magic prevalent? I planing of having a set of adventures where the PC need to save Merlin has been trapped In a alternate Mythic Britain were his greatest hopes for the world has been accomplished.
