Quite. A city with a population of about 2,000 people was escavated near Stone Henge according to a BBC documentary I saw. Several of the mediterranean cities also got quite complex early on.

I was planning on setting this game earlier however, on the rise of this complexity and explore the cultural and spiritual changes in a early neolithic game - before the new elite becomes truly established.

Some of the carnac stones are interesting in this regard. Some were put up in the Mesolithic era and have carvings relating to hunting, but these carvigs have been overlaid with carvings relating to farming, as the Neolithic era starts. I cannot remember the source for this, but it has stuck in my mind. The transition between Mesolithic and Neolithic took centuries, if not millenia, to complete and culture/lifestyle/religion changed slowly.
